International students who wish to drive while in Utah
may do so for up to 6 months by using the drivers license from their home country.
(Utah does not accept the International Drivers License without a valid
license from the home country.) Before
the end of 6 months, international students who wish to drive in Utah must obtain a Utah Drivers
license or a Utah
Driving Privilege Card by meeting the following criteria:

International students with an F-1 visa may obtain a
Utah Drivers License if they possess (1) a valid Social Security Number (SSAN)
and (2) a valid drivers license from their own country or they present the
necessary certification from an accredited Utah driving school.
(Utah does not accept the International Drivers License without a
valid license from the country of origin.) The Utah Drivers License is valid for 5 years.

International students without a SSAN may obtain a
Utah Driving Privilege Card if they:

Possess a current and valid drivers license from
their own country or present the necessary certification from an
accredited Utah driving school.

Demonstrate
that they are a resident of another country by showing their current
passport,

Prove
that they are here legally by showing their I-94 card and their current
I-20,
-
Prove
that they are residing legally in Utah by producing at least two different types
of original, current and valid documents from the following list identifying
the individual’s name and
residence address:

Property tax notice, statement or
receipt, within 1 year
-
Utility bill, billing date within
60 days, (not a cell phone bill)

Utah Vehicle registration or
title, current not expired
-
Bank
statement within 60 days
-
Recent
mortgage papers
-
Current
residential rental contract
-
Major
credit card bill within 60 days

Court
order of probation, order of parole or order of mandatory release, must display
residential address on the order

Transcripts
from an accredited college, university or high school.

The
Division may also consider other documentation furnished by the individual if it can be determined that the documentation
unequivocally demonstrates proof of residency or domicile (i.e. student ID card).

The
Utah Driving Privilege card is valid for 1 year and
expires on the birthday of the holder.

In addition to obtaining a Utah Drivers License or a
Utah Driving Privilege Card, students must also license their car and obtain
insurance for the vehicle they drive.

Prior to licensing, the car must pass a safety and
emissions inspection.

Licensing a car normally runs several hundred
dollars each year.
-
Accident insurance often costs $100 or more per
month.
